Reading the triangle: These counts reflect the MTSS tier each service teaches — not how it's delivered. Tier 2 and 3 supports cluster in SEAS (PBIS, trauma-informed). SDLS and CCP services are largely cross-cutting — system and pathway supports that operate outside the MTSS tier model.
